WPF applications are missing generated resources

This is the same issue as NPANDAY-243, but it's unclear if it is a regression
or was not fixed properly. There were not tests present for it. I couldn't find
the fix I closed it for in SCM history or listed under either the JIRA or
Codeplex ticket. It doesn't look like it was fixed.
Need to implement the project importer capability to add these from the Msbuild
generated location. As the original ticket says, in the future it would be
better to be more integrated - by just running the necessary Msbuild task to
generate it and then adding it dynamically as a resource in the lifecycle.
