The comments.xml file generated during CSharp compilation needs to be shipped
to developers for use in Visual Studio, similar to the javadoc artifact
produced by Maven for Java projects.
This is not currently attached as an artifact during the NPanday build for
dotnet-library.

* Problem with resolving GAC references (i suspect, the problem occurs when
dlls (become) transitive dependencies via pdbs - but I'm not sure...)
* ListDependenciesMojo needs to call resolve twice before pdbs are part of the
result
* Investigate if it is possible to only resolve pdbs from the same repository
as the main artifact. hence locally, if it was built localy - or from the same
remote repository as the dll
* possibility to disable pdb-resolution for example (-DdisablePdbResolver=true
+ options for .require(...))
