The Gold/Platinum certifications by the RIAA are only for domestic U.S. sales. They never include international. (The NPGMC may include int'l sales figures when they say "1 million sold", but this is not standard for the industry.)
3121 has NOT yet sold 500,000 physical copies (although it may cross that mark next week). But when a record gets the "Gold" (or "Platinum") certification in the U.S., that does not mean it actually sold 500,000 copies. Strange, right? According to the RIAA: "We are often asked why we don't just use sales figures from SoundScan. SoundScan measures over-the-counter sales at music retail locations, while the RIAAR's certification levels are based on unit shipments (minus returns) from manufacturers to a wide range of accounts, including non-retail record clubs, mail order houses, specialty stores, units shipped for Internet fulfillment or direct marketing sales, such as TV-advertised albums. The other difference is that SoundScan's archive is only a few years old, while the RIAAR has tracked artists' sales levels for more than 40 years."
