I commend OSERS on developing a model demonstration project to improve
the post-school and employment outcomes of youth with disabilities. 
State level Vocational Rehab is the logical agency to be used to assist
schools in developing transition plans and collaborations to implement
the plans.  The proposed  $2,250,000 is a start but is a limited amount 
if that is the National figure for all the States.  
The current Approved Private Schools for the disabled while working
with seriously disabled students  have demonstrated strong Outcomes (
NAPSEC 5 year report) in the area of post graduate plans including
education and competitive employment. A review of the reports would be
helpful to evaluate the role that higher staff to student ratios and
increased related services  have on student post graduate success.
