I asked if he would share their strategies; here is his reply:

There is really nothing special about what we did.  After the initial release of information about the survey the first of April, we sent it again monthly until the first of August and then weekly.  The first of September, we started calling districts directly and in some cases went all the way to the Superintendent.  We told them we would quit bothering them as soon as they finished the darn surveys.  Our online survey application allows us to monitor completion rates anytime we want; district by district, school by school.”

So it looks like monitoring and nagging works, at least in MT!
