[ns] Setting transfer rate for FTP application

Hi,

I'm trying to do an experiment in which I've to set the rate at which FTP
transfers data. From what I've seen, NS-2 allows setting transfer rate only
for CBR using the

$cbr set interval_ {value}

Is there any way to set a similar interval for FTP or any application
running over TCP?

I'm using NS version 2.27
