My understanding is that cong_action means an event that TCP reacts to
a congestion signal (e.g. packet loss or ECN).
If there is no ECN, the # of cong_action_ ("A") flag is the # of times
that TCP reacts -- but not the # of retransmitted packets. One loss
event can leads to multiple retransmitted packets.
When ECN presents, cong_action_ has no relation to retransmitted packets.
