Xgraph is a small X windows application, which provides a simple
way to produce graphs given input from a text file containing the
coordinates
of the graph to produce.

You probably do not have it installed. Try installing it with your package
manager
(I do not remember which one is for SuSE). For example for Debian is apt-get
install xgraph,
for Redhat is yum install....etc. You can try the same thing with SuSE.
