[ns] Change neighbor list

Dear ALL,

 I am using ns2.30, and try to implement topology control protocol, so i 
need to change the the neighbor list ,
i try to make the changes in god.h, and god.cc, but the routing protocols 
didnot feel the changes.

any advice please?
