[ns] differentiated bandwidth allocation to HP and LP

Hi,

    i want to allocate the bandwidth to differentiated users (high privilege
user and low privilege user).Efficient  bandwidth  allocation to  high
privilege user(HP) then low privilege user(LP) can anyone give me idea to
implement this in ns2.
