[ns] Patch EURANE ns-2.31

I worked on a EURANE patch for ns-2.31. If anybody is interested and is in
touch with the EURANE guys, I’ve no problems in making it publicly available
on the site.

I apologize for posting here and not on the EURANE mailing list, but my
request to subscribe to the latter remained unanswered.
