I think it's the old Microsoft File control. The tech note is no longer listed 
in the usual list, but it was still available from the search page on the NS 
basic website, and this time I think that's good:

I'm not sure why it would stop working, but the reasons why it's no longer 
supported might have something to do with that. Can anyone else supply further 
info?
