The link from https://nlnetlabs.nl/people/ to https://keys.openpgp.org/vks/v1/by-fingerprint/F8CB0EFAA130D9A5EDC0429B7677576016265A20 works again. The key got accidentally removed from keys.openpgp.org and is now available again.
