You got it. It got into the piping repertoire as a useful tune to start 
beginners
on, at a guess.

Not to the best of my knowledge.

Again, I don't know for definite, but I would start any researches with the 
words
"Peter Kennedy", who worked in the NE and was active here in the post war 
(1947-55)
period.

It's not in the 1st edition of the 1st tune book, nor, as far as I can recall, 
any
older Northumbrian material.
