My personal answer is 14 (no Bbs, no low D#), for one chanter, or 15 (add low A) for another (in F#, for an extended Wild Hills of Wannie) or 16 (add low A + G). Everyone's mileage will vary - my guilty pleasure is Gow style fiddle airs, hence the low notes.
