He chooses the players. Players and agents know their value and managers know how good players are and bid what they think a player is worth, both in transfer values and personal wages for the player. It's almost a perfect expression of capitalism.
Therefore if you have more more money to spend on wages you get better players. It's a free market where money explains 90% of the variation in league position. That means final league position can be almost completely explained and forecast by wage bill. The last 10% is other stuff including manager skill Morgan and Moxey set a wage cap for our club and we have the fourth lowest wages in the division. Therefore we have the fourth worst players and we are fourth worst in the league table. Beautifully simple isn't it? Like something out of a science textbook.
