documents released, but at the same time FIFA's lawyers were fighting their
release

We know it's rotten after Russia and Qatar got the world cups.  This is
mere detail of the mechanisms.

I can't see anything changing.  Even if FIFA said "yes we take bribes and
we will continue to do so" what would change?  They effectively sit outside
of the law and are answerable to nobody.  Countries could try to set up a
breakway organisation but then FIFA would punish the FAs of those countries
and the clubs would lose out financially and stop it happening.

There's hasn't been such as well-organised, all-powerful,money-making
machine since organised religion was invented
