You can assign him the "Add workstations to the domain" user right.
I haven't tried it, but this should work: Active Directory Users and
Computers -> Right Click the domain and choose Group Policy. Select Default
Domain Policy and click Edit. Navigate to Computer Configuration -> Windows
Settings -> Security Settings -> Local Policies -> User Rights Assignment.
Change the policy for "Add workstations to domain" to add your Lite Admin.

Two Windows 2000 SP2 Servers, Active Directory integration between two
branch offices
I want to create a network account that has permission to add new computers
to the domain but cannot make changes to the domain user list. Is this
possible? I have a junior tech in a branch office that I want to keep off
the user list but can add PC's to the domain.
