If the accounts are in the same Exchange org, use the Alternate Recipient
setting under Delivery options on the mailbox you want to forward.
If domain2 is not in your exchange org, create a Custom Recipient for that
address in you GAL. Then use the above Alternate Recipient option to point
domain1 to domain2's CR entry.
Optionally you can then hide the CR for domain2.
