You could create a group on the server, say called "Local
Administrators" and have this group as a member of the Administrators
group on each local machine.  Then as required you could add people in
and out for short periods of time.  If you were to add them to the
group, have them log on to their computer and then remove them
immediately at the server-side, they would only get Administrative
rights to the machine they logged on to, and only for that session.  If
they attempted after your removal to try it on another machine they
would of course only have their normal user rights.
