Try booting to safe mode and removing all the com ports and the old
modems which you will be able to see in safe mode.
Then reboot and let it redect the ports.

I'm using Win2k Pro (SP2) on an IBM Thinkpad 600X, and I'm having
trouble with modems.  At first, the built-in WinModem was giving me
trouble, so I installed an older PCMCIA modem, which worked, but
installed on COM4.  Since then, I've tried two other PCMCIA modems, and
it seems that the COM port for each successive modem increments by 1.
In other words, I think Windows is reserving the COM port for each modem
I try.  I'm currently up to COM6! This is only a problem with a few
pieces of software that only allow 4 COM ports.

Does anyone know how I can force my PCMCIA modem to install on COM2?
I've got IR disabled, and there are only two serial devices installed -
the serial port (COM1) and the modem (COM6).
