If you can resolve from a command prompt then you shouldn't need a proxy.

not if he is using a proxy server like he said. There is one thing I don't
understand though. You can use a proxy and not be able to ping external
domains. But he is using proxy. Try taking the proxy server off and see if
you can connect. Maybe you are restricting http? Sounds stupid but it is
possible.
