This is a management decision.  Make your arguments to management and let
them decide.  This should not be between you and the users.

rights comes accountability, if they trash their system it has to be on
their heads.

Give them "enough" rights to accomplish their tasks at hand...  Write a
detailed policy stating the previous...

Most of this will depend on their job function.  Developers might need admin
rights, but standard users do not usually "need" those rights. Power users
might be the most I'd be giving them.
