I have heard that Terminal Services does not require licenses for clients
that are Win2k computers.  If that is true, then is is possible to run TS in
application mode and only allow Win2k computers to access it?  Or do you
still have to purchase a basic license from MS?

Not for remote admin purposes - you get 2 concurrent admin connections for
free.
