In order for them to take ownership, they must have Take Ownership
permission.  Then they just open Windows Explorer, right click on the drive
or file or folder, click properties, click security, click advanced, click
owner, and select the new owner.

When you take ownership of a folder you have to option to take ownership of
all he subdirectories and files as well.

Remember that ownership cannot be given, only taken.  The only thing that
can be given is the Take Ownership permission.  By default the Take
Ownership permission is granted to Administrators, Print Operators, Server
Operators, and Power Users.

I have setup quotas in the volume containing the user's home folders,
the problem is that for some of the users the current used space of
their quota shows a 0% used, this is incorrect and I have looked at
these home folder showing many folders and files.
