The default order of application of policies (without "No Overide" and
"Block Inheritance") is:
        Local
        Site
        Domain
        OU

If you have a GP applied at something other than the local level that allows
you to logon at the station and you are recieving that message then the GP
isn't being applied.  Try running GPResult.exe to see the RSOP for the user
or computer.  Check that the GP linked to the sited, domain, or OU.  Check
that there isn't a setting that is altering the application of the GPs.
