Subject: user privileges/rights

I am trying to setup a new user under Windows/2000 that will be used to
startup a service. The user needs these two rights - act as part of the
operating system and log on as a service. Where do I set these rights? I
know how to do it using Win NT 4.0 but this is Win 2000 without Active
Directory setup. I am having trouble finding where to do this. Help is no
help, it just tells me about rights/privileges.
