That is what I have learned.  It appears that I may be able to end the
explorer.exe process and use runas.exe to re-launch explorer.exe under the
context of Administrator... but I haven't tried it yet.  Too bad you can't
run a second instance of explorer.... it would make this a whole lot
easier... or better still, make the necessary change to network and dialup
connections via MMC.

I have tried that before. When you runas on explorer it only affects
explorer itself not programs run under it. Which is really the root of the
problem accessing network properties since it is just another explorer
window.
