Yep. I think you need to set a local GP on the XP machine to wait for the
network on boot up. It's found at Computer Config | Admin Templates | System
| Logon | Always wait for the network. By default, XP doesn't wait to
communicate with the DC at startup and logging on. If you're trying to push
this GP as the computer boots, it'll never go.

Has anybody seen an error like this?

The assignment of application Microsoft Visio Professional 2002 [English]

The error was : The group policy framework should call the extension
