This ended up being that LPR protocol has a timeout of 4 minutes once
the port are used.   So we had to switch to "new Standard TCP/IP" ports.
And that is why the queues had delays in them.

We are running a 2-node (Active/Active) Cluster, we are printing through
this cluster witrh all Windows 2000 clients, we are seeing the
following: when sending 20 or more print jobs to a particular printer,
it prints about 10 then it pauses for about 5 minutes or so before
resuming the print jobs.

Has anyone seen this?   I have search technet and found nothing on this.
