but on every file so you can imagine how big this report is.

That's a huge undertaking, the ACL is on the directory or file, you'd have
to scan all files/directories to know that.
If you need that kind of info for a project see NetIQ, Aelieta, or Quest,
they have migration tools that may well do that.
