I use a tool called TQCRunas.  It is written by a Spanish developer and his
website is www.quimeras.com.  It plugs into the Windows 2000 RunAs API's,
and is a self-contained executable.  

The beauty of this tool is it allows you to build the command (including the
password) into an encoded file so that the password and even the command is
not readable.  You then run the utility, and pass it the command file, and
it will run the command in the file using the account and password also
specified in the file.  I found it to be pretty reasonably priced too, and
it aids me in doing automation work in our Windows 2000 environment.
