IF you have a slow internet connection, are pulling from a pop server,
have a large amount of mail, and a fairly short interval between mail
checks it is possible Outlook has not finished downloading mail before
it is time to check again. 

In this case, Outlook will stop the current download, not delete mail
from the pop server that it did get (because it didn't finish the
download), and will start the download process again.

Usually the only way to stop this is to increase the mail check interval
(or stop automatically checking), or kill mail directly at the pop
server.
