I've gone through a DHCP migration from NT4 DHCP to Lucent QIP DHCP.
Basically, I set lease to a day for all subnets.  Those that were migrating
next had their lease set to 1 hours or less.  New scope was setup on new
DHCP box.  At the time of the cutover, the router folks changed IP helper
settings for me.  Initially you may get some conflicts as new server has no
idea what addresses have already been assigned.  As long as the new DHCP
does a "ping before offer", you won't have dupes.

I'm trying to move a DHCP server from one server to another server,
please let me know if this would be correct why of doing this task.

1. Install and configure new DHCP Server
2. Stop DHCP server service on old server
3. Wait until leases run out, at this point the clients so get their new
leases from the new DHCP server.
