Use the Help feature in Windows 2000 Server, it will explain how to setup
your CSV file.  You could also setup a ldif file.  If you go to the command
prompt of your DC and type in ldifde you will find out the syntax for it.

using CSV and some sort of import routine to create users with specified
info? I do not mind a separate CSV for each OU
