You don't say whether the existing domains are NT or AD domains.  It can
make a huge difference on a large project like this.  With AD building the
first DC is a crucial step and generally the solution to make changes is to
rebuild the entire domain.

I think the best advice is to contact Redmond, cough up the dough, and get
some of Microsoft's best engineers to analyze the situation and determine
the best solution.
