You can have it exactly as you suggest. We have it very similar except we
have the link at the 3rd level and assign read or change permissions there.
E.g.
DFS Root-
Departments-
IT-
Development-(Actual link to \\smb1\dev$)
Read permission - DOMAIN\IT
Development RO
Change permission - DOMAIN\IT
Development
Infrastructure-

Or Does the Folder Department have to be the link and IT just a subfolder
under it?
