That was it.... I had a friend explaining to me that they left all their Groups in the Users Container What he failed to explain was all their software was being applied at top OU just under the Domain OU and all Users and Computers where under that OU.....

Are there any events in the event viewer of the target machine? If a GPO is not being applied correctly, you will get some errors in the event viewer. You can also running secedit /refreshpolicy machine_policy on the target computer, then reboot it to make sure that group policy is being refreshed. That means the application is not actually installed until the user logs in and tries to execute it for the first time. You need to assign the application to a computer, not a user.
