The only way that you can control that that I know of is by network subnet. So for example if you have an office in Chicago and one in Denver; Chicago is 192.168.10.X and Denver is 192.168.11.X and your routers won't broadcast to different Subnets you will only get to the Domain Controller of the Subnet that you are on.
