It all depends if it your DNS server is has Primary zone server for an IP range.
Here is how I look at it. If the entries in your Dc.win.mcw.edu server is needed by the internet users' to access resources on your network, then it does need to be on the internet, or else the records need to be on another DNS server somewhere on the internet...typically this is your ISP...but that are exception to that rule (another story).
