What's the proper method for creating custom MMC consoles to allocate to
down-level admin/users? Do I need to install the full admin Pak for them to
see the the relevant snap-ins? Whenever I create and allocate one I get a
'failed to initialise snap-in'

I basically want to allocate the admin only the snap-ins/views to perform
their job function, i.e. Only reset passwords/add computers.

I know it's probably nothing overly complex, it's just I'm running to a
tight dead-line...
