yes, you can use NT4.0 Policy Editor create a .pol file. The put the path to
the .pol file you created in the registry and the settings get applied. Use
the Win2k system.adm file. I think you can find that on the Win2k box in
C:\WINNT\inf or C:\WINNT\system32\GroupPolicy\Adm.

We are deploying Windows 2000 on our users workstations.  We are not going
to use AD until the end of the year.  In the meantime, I would like to
know whether there is a way to prevent regular users from accessing the
control panel.
