Your options are very limited. A recovery agent will only work for the computer the file was originally created on. Since you wiped out that computer configuration and the security database along with it, the recovery agent will not work. I am assuming you aren't on a domain. If you are on a domain and created this file while logged on with a domain account then you could have the recovery agent for the domain open it, but I don't think that is your case. You may want to give Microsoft support a call on this. I don't think you are going to have much luck without them.
