You might try removing f&p (if an option) and restricting access to
networking and dialup in control panel

In Windows 2000 Pro how do you stop a user from creating shares in their
local drive? I been looking at the GPO but I could not find anything that
will stop users from creating shares.The reason why they can create shares
is because they login as power users or with local administrators
permissions to their local machine.
