Yes, I can resolve from inside the network. I just fixed the problem anyway. It was because ISA server's default settings.
I had chosen to allow DNS filter, and it automatically created a rule allowing DNS on port 53UDP, but it was on the remote port 53 and not local port 53, I just created a manual rule for local UDP port 53, and it works like a charm.
