What about particular attachments?  Is this JUST with PDF?  It may not be 
Outlook/IE that's the problem.  I've notice Acrobat will "hang" when 
opening an attachment/link the way you describe.  Acrobat does a web-update 
when it launches, and that sometimes get's "lost" in the app list.  Disable 
automatic updates and see if that helps.
