These are shared by default for administrative purposes and cannot be removed or changed. If you also noticed, they are hidden shares (C$ & D$), and the properties cannot be edited. The only people with access are members of the Administrators group.
Seems to me there's an option to change this on Pro machines during an unattended setup or possibly in a Domain environment, but I don't recall exactly. If you're in a stand-alone environment, I don't think it matters. The shares aren't going to "hurt" anything, so why remove them? It may actually make life easier for you later if you actually want to access the machine remotely. Todd C.
