That key has to be created.  See Q120642.

The main reason for modifying the default size is for compatibility with 
non-configurable hardware.  The Cisco storage routers come to mind.
If you increase the window, the TCP/IP stack on the device that is receiving 
packets will wait a longer amount of time before returning an ACK. 
(anyone remember Bill the Cat?)
Fewer ACKs processed could possibly increase performance, depending on other 
network parameters such as delay and bandwidth.

I don't have any actual monitoring data to show a performance improvement, 
but I have used the TcpWindowSize key to make NT systems actually work with
a SAN connecting through a Cisco SN 5420.

I have been hearing a lot about adjusting the TCP window size in NT and 2K.
Everything I read tells me to Modify the Reg key TCPWindowsize I can't find
this Key any where on NT or 2K I have a couple of doc that tell me where it
should be but it isn't there. If any of you are modifying this I could sure
use some help in the right direction. For you who do not, from my
understanding you can up your through put by almost double. I am hoping that
this could help my backup speed but who knows.
