That key has to be created. See Q120642. The main reason for modifying the default size is for compatibility with non-configurable hardware. The Cisco storage routers come to mind. If you increase the window, the TCP/IP stack on the device that is receiving packets will wait a longer amount of time before returning an ACK. (anyone remember Bill the Cat?) Fewer ACKs processed could possibly increase performance, depending on other network parameters such as delay and bandwidth.
