We use MS proxy server and are looking to upgrade to ISA meets all your requirements except for site blocking and traffic statss. there should be add ons , see www.isaserver.org csm proxy may be another option http://www.csm-usa.com/ Good thing about ISA is its transparent NT domain authentication that is included in the log entries, which is what you need IMHO for user acceptance
