A quick search of google reveals 2 contexts of discussion that include this dll. One is Outlook Express in terms of Windows Messaging and the other is MSN Messenger...
More likely the case, do you have MSN Messenger installed and starting up on windows start? If so, I'd try disabling it and see if the error goes away -- if so, I'd try uninstalling and reinstalling MSN Messenger to see if this fixes it..
